Operator setup card explicitly lists the 15-minute path to activation: create Stripe Payment Links in dashboard, paste URLs over the placeholders, decide Option A (post-clearance email of wire details) vs Option B (public wire info). No code changes needed elsewhere — page is fully wired.
Payment sequence is explicit: clearance happens first, payment happens second. Pre-payment requests through public links are not honored. Reference code (audit receipt ID) is required on every wire.
"What Payment Does / Does Not Do" section makes the structure of the transaction explicit: payment compensates audit work + registry maintenance + seal licensing, not the certification itself; failed audits trigger refund.

Also set as the favicon site-wide (32 pages including book chapters and essay subfolders).
Built the "What This Process Means" definitions card — a plain-English 6-step walkthrough of what the audit does, the two threshold tests, what submission and clearance verify, what the seal indicates (6 simultaneous attestations), and what maintains it. Embedded into both entity-audit.html and intake.html so any provider entering the funnel sees the definitions before doing the work.
Added the Sovereign License quarterly audit fee schedule from the updated certification record: Q1/Q2/Q3 at $125,000,000 minimum each, Q4 at $150,000,000 minimum (annual scope premium with seal re-validation), plus $50,000,000 reinstatement surcharge for missed audits. Rendered on ai-certification.html and locked into term-lock.json under sovereign_license_quarterly_audit_fees (Track 2 only).

Downloads as both JSON (machine-readable, attachment to intake) and PDF (timestamped, framework-anchored).
